Background:

Global Harmony Foundation (GHF) is seeking a dynamic Capacity Building Officer to strengthen the skills and knowledge of local partners, program teams, and stakeholders. GHF’s programs promote locally led solutions in humanitarian and development settings. This consultant will be embedded in the Programs Department and will work closely with the Programs Manager to design and deliver high-quality training and technical assistance to local actors across Syria.

Position Description:

The Capacity Building Officer will play a key role in supporting the organizational development of local implementing partners and internal staff. The consultant will assess capacity needs, design training curricula, and facilitate workshops in areas such as project cycle management, protection mainstreaming, reporting, accountability, and organizational leadership. This role directly contributes to localization goals and sustainability of interventions.

Duties and Responsibilities:

  • Conduct needs assessments for local partners and internal staff.
  • Design and implement training plans based on assessed gaps and organizational priorities.
  • Facilitate workshops and coaching sessions on topics including:
    1. Project management and MEAL
    2. Safeguarding and protection mainstreaming
    3. Financial management basics for partners
    4. Organizational governance and leadership
    5. Monitor and evaluate the effectiveness of training and capacity-building interventions.
    6. Develop and maintain training materials, manuals, and toolkits.
    7. Coordinate closely with program teams to ensure alignment of capacity-building efforts with project goals.

Qualifications and Experience:

  • University degree in Social Sciences, Education, International Development, or related field.
  • Minimum 5 years of experience in training, facilitation, or capacity development.
  • Prior experience working with NGOs and local partners in humanitarian or development contexts.
  • Strong knowledge of adult learning principles and participatory training methods.
  • Fluency in Arabic and English is required.
  • Excellent communication, interpersonal, and report writing skills.

Work Environment and Conditions:

Background:

Global Harmony Foundation (GHF) is seeking a qualified Financial Consultant / Legal Accountant to support its financial department in Damascus, Syria. GHF is a non-profit development organization working in conflict-affected areas to promote community-based solutions and sustainable development. The consultant will play a crucial role in ensuring financial compliance, supporting audit readiness, and strengthening financial systems aligned with local regulations and donor requirements.

Position Description:

The Financial Consultant / Legal Accountant will work under the direct supervision of the Finance Manager and will support the finance team by providing legal and regulatory accounting expertise. The consultant will ensure that GHF’s financial operations in Syria comply with local tax laws, labor regulations, and international donor standards. Additionally, the role includes reviewing existing financial procedures, identifying gaps, and offering practical solutions for improving financial management practices.

Duties and Responsibilities:

  • Ensure compliance with Syrian tax, labor, and financial laws.
  • Review existing financial procedures and provide legal and regulatory guidance.
  • Liaise with government entities, tax departments, and auditors on behalf of the organization.
  • Support audit processes and legal documentation.
  • Provide advisory support in budgeting, cost allocation, and donor compliance.
  • Prepare training materials and deliver internal capacity building sessions for the finance team.
  • Propose revisions to financial SOPs to align with best practices and legal requirements.

Qualifications and Experience:

  • Bachelor’s degree in accounting, Finance, or related field. CPA or equivalent certification is highly preferred.
  • Minimum 5 years of relevant experience in financial and legal compliance, preferably in the NGO sector.
  • Strong knowledge of Syrian accounting laws and international financial standards.
  • Experience working with NGOs or international donors is a strong asset.
  • Proficiency in accounting software such as QuickBooks, or similar.
  • Strong communication skills in Arabic and English.

Work Environment and Conditions:
